Fan/blower motor only works on #5=high setting?

My fan/blower motor only works on high, #5 setting on my '04 Tahoe. Doesn't matter if its the a/c, defrost or heat modes. All fuses appear fine and I even replaced the speed control switch and it still didn't help/ Any ideas?

sounds like the blower resister

Second that the blower resister is bad
