I just bought a 97 tahoe. I just noticed that there is noise and heat coming from the motor through the steering column. It looks like there should be a seal and/or some insulation there. You cannot see light through the floorboard but there is definitely something missing. Anyone know what the part is called and where I can get one?

There is a seal, It looks like a cv boot. Mine comes out all the time, tried to glue it and all. Feels like the heater is on when the windows are down. I need to take a little time and fix it.

Educated guess here.........May be called the Lower column seal to the firewall.
Call your GM dealer, I'm sure he will know what you're talking about. I dont think it can be too expensive either.
