Its really notthat difficult. You just have to remove the inner door panel then 2 or 3 nuts holding the handle in place then you have to slide it forward or backwards (not sure which one) and lastly disconnect the metal rod.
It sounds like you have a an electrical draw happening. I suggest you take it to a skilled mechanic and ask them to perform a draw test for you so you can see where exactly it is coming from.

yes the best thing to do is take the bumper off since its rather simple. this way you have less of a chance scratching the bumper when takin out the light. however it is possible to remove the light without takin the bumper off you just have to be extremely careful.

You are gonna have to take the whole headlight out. I even recommend removing the bumper cause it makes it much easier to get the headlight out not to mention you can them mount the ballast right behind the bumper. The bumper is easy to get off.

For the front one there are 2 10mm nuts to remove behind the grill. For the rear one you need a heat gun/blow dryer to heat it up and then you need to slide fishing line in/out like a sawing motion to get it off.
There is a grommet right above the bcm that has a bunch of wires coming through. Just be careful you dont damage/sever any of them while running wire through.
