I've got constant lows with the ability to turns the highs on and off as needed. :)
I have covered the sensor leaving the lights on at all times while driving. It's much safer since the car is much more vivible with the lights on than with the lights off, even in broad daylight. :)
Why would you want the higs to turn on with the lows?!? Is this even remotely legal?!? You will not be able to turn off the highs without going total dark.
The easy way is to use a diode between the wires by the bulb. This will lead current from the lows to the highs.

Have you tried calibrating the blend-door-actuator? Just disconnect the battery for a while, 15mins I read somewhere. Then re-connect and start the engine. Leave the climate control alone for about a minute while it self-calibrates.
Replacing the actuator is a piece of cake. Just two screws...

100w may ruin the reflectors. I would go for 55w HIDs, but I don't usually flash the highs. I've got vvme 35w 5000k on lows and highs. Very happy, but will probably order 55w ballast for the highs soon.
The Firestone Wilderness LT that came with my truck sucks monkey balls. Now I've got Cooper Discoverer ATR but I havent tried them on yet. I've got one set of tires for the winter and one for the summer and it's still winter here.

I would go for 275/70-17 or 265/75-17 to avoid any clearence issues The latter being the safe bet. The car will fit 32/11,5-? or 295/65-17 without mods on stock or hubsentric rims.
