Oh yea one other thing your going to want to use a 12 volt test light when testing for voltage because that loads the circuit using a volt meter doesn't I would start at the fuses firts that are shown in the diagram with the test light
Are you programming them all during the same sequence, meaning even though you have one programed you still have to program them all without turning off the key while in program mode
No don't need to be programmed let me research it now there is about 2 or 3 power circuits that go to that connector for the IPC did you check all two or three of them I'm going to have to pull up a schematic I'll get back to you though you did check the harness that goes around the parking...
Look around the park brake ratcheting mechanism and to to see if and circuits maybe shortng outh ther, if ok i would suspect the ignition switch bcm is not the power mode module for that year its still the ignition switch

Most likely you will need the mode door actuator for the air delivery issue.. as far as smelling coolant put it on recirculat give it time to clear out for a good 15-20 minutes if it still smells like coolant most likely going to be the heater core, if it doesn't might want to look closely at...
