I cleaned out the MAF in both my Jetta and Denali, it made a noticable difference in the Jetta (50,000 of my own miles) and a little in the Denali (100,000 miles). Can't hurt as long as you use the right stuff, as per directions, both of mine didn't look dirty till I sprayed them, they were dirty!!
Are you having idling problems, other than the junk that you see built up, why do you want to take the TB off? Me personally, if it was to just clean it out I wouldn't take it off, I would just every once in a while spray the crap out of that TB with the deep creep and let it clean itself out...

Go to a hardware store and find youself some set screws that are the same thread size and pitch, put a tad bit of silicone on the threads and screw them in, should look pretty good considering.
Yeah, I would agree, put a volt meter on the connection to the 3rd brake light and make sure if there is even power going to it when you push in the brake pedal before you take it apart or even replace it. Probably just a burnt fuse or a bad connection, those LED's usually last a long time.
