I am using a amp meter know narrowed it down to horn circuit disconnected horns did not help 1.5 amps found air bag shares same circuit pulled it did not help

I have had the battery checked starter and allt. all good pulled negtive cable from battery and used a volt meter to check for volts between battery and cable 12.8 with switch off pulled each fuse out one at a time still 12.8 dash fuse box and fenderwell box what am i missing thanks
