Performance chip?

My 02 tahoe seems to just have a crappy a/c system. When I first start it on a hot day at about 95 out blows semi cold air. It doesn't start blowing cold till I drive out for about ten minutes. Once I park it and idle it it starts blowing cool, almost warm air. Any suggestions on how to fix it...
