I have an 03 Tahoe with the factory tow package, I have the harness to hard wire to, then plug in the controller, but when I do that it does not engage the brakes on the trailer. is there a fuse or relay I need to install to have it work? If so, where would it be? I looked under the hood but...

I have an 03 tahoe LT, the front climate control only blows warm air if the temp is set to 90, other than that it is ice cold air. It doesnt matter if on auto or manual, or what the fan speed is. Any sugestions?
