I have the same problem with my parking brake. 2000 Tahoe. I have changed the rear rotors, new shoes and adjusted the clearance för the shoes but have a very weak parking brake. Parking lever goes all the way to the floor. Adjusted cable all the way. Even put half inch spacer to tighten up...
