I found sometimes if the front seat is in the rearmost position the seat bottoms rest against the front seat back and not release the trigger allowing the rear seatback to fold down. By pushing the seat bottom forward it releases the lock.

I have used Bell Tech 2/4 kits on both my '97 & '03 Tahoe. Pleased with look and ride on both. Recommend using the Bell Tech shocks as well. Didn't replace the shocks on the '03 and the rear only came down a couple of inches so bought a set of the Bell shocks and rear came down the full 4"...
