2000 limited temp gauge not working

hi all. im all too new to this forum, but i have had this problem for awhile and i think its time to fix it. my temp gauge doesnt move. stays at 9 o'clock position. check gauges light stays on. ive had the dash out and cleaned the contacts. no luck. its like theres a short back there. should i just replace the instrument panel or can i fix mine?
its the kind of panel that has a greenish colored, almost transparent film on the back that is covered with the control board. that plugs into a large opening in the dash thats abouth 2x3 inches. if i plug it in and wiggle real hard, it will sometimes move the temp gauge.
what should i consider if replacing the instrument panel? the miles or affecting the value?
how much and where can i buy a replacement?
sorry if my descriptions are vague. im sure i forgot something. thanks in advance.
btw, its a 2000 tahoe limited with 130k if that helps
