4x4 and battery issues

I have a 2002 Tahoe 5.3 190000 miles.
Every two or three days the battery would go dead so today I finally got to check it out. I found out that my 4x4 isn't working either. After checking all the fuses and doing the amp check on the battery I finally found it. When the ACT fuse is plugged in it is pulling way lots of amperage draining my battery. My question is that when I pull the fuse and reinsert it I can here a Solenoide click. I am assuming it is the transfer case shift motor but haven't had a chance to crawl underneath and check it out yet. Why would the motor have voltage on it at all by doing this. I replaced the selector switch thinking maybe by chance that was it. But still does the same thing. So am I looking at a new shift motor or TCCM. Any thoughts. I'm confused. Also when I do select 4hi and back to 2wd I can hear the shift motor moving but it won't engage in 4wd.

Well that is a good question. How can I tell if it is? I put a new actuator on
the front. I know I can here that one click.

Jack up front tires, put it in 4 high with jack stands holding tahoe up.

Crawl under and try spinning front drive shaft if one tire turns front is locked in and Tcase is not

If drive shaft does not turn try spinning front tires. This would mean tcase is locked in and front diff is not.
