99 Tahoe, rear brake drum issue. Need help

I just replaced both rear drums, all 4 shoes and new rear brake hardware. The passenger side is working great. The driver side is dragging and will get very hot in a very short time.

On the driver side the front shoe is moving inward, toward the backing plate, when it is pushed out by the wheel cylinder. Then the top edge of the shoe hangs up on the top fixed anchor mounting plate.

Any ideas what may be causing this to occur, and how I can correct it?

Only thing I can think of, is that that set of shoes were installed incorrectly. Some shoes have a slight offset but its been so long since I did mine, I cant remember. Springs on wrong or shoes on wrong.
