Cooling Issue

I have a PPV 2012 Tahoe, that has had the radiator changed and the water pump and thermostat replaced. It also had the fan TSB done. My issue is that if I drive down the highway for one hour and then take an exit where I have to stop for a light, then the temp gauge will climb one or two marks on the gauge. To bring the gauge down to the mark that the engine normally runs all I have to do is rev the engine and increase the circulation. I don't have to move the vehicle so it is not an air flow issue. I am stumped. Is this a normal occurrence or have I overlooked something. The cooling system has been bled a couple of times with little to no change.
