My question is - Do I need a Cluster if all my Gage's work but the dash lights tend to go off and leave my wife driving with no dash lights. It is a 2004 Tahoe.

If a Dealer tells you to do something...always get a second opinion. Dealer service departments are in business to do one thing, MAKE HUGE $$$ FOR THE DEALERSHIP. Point in question, the dealership will charge you north of $500 to replace your instrument cluster. You can have your easily rebuilt with new stepper motors, resolder melted contacts and new lights installed for $125.
A dealer wanted to charge me $125 for parts and "programming" of a new key FOB. Seriously??? For $25 I did it myself.
Don't get sucked into dealership service departments...they are a money-maker for the dealership!
