What is the deal with this?

The breaks aren't bad or is the parking break a whole other break separate from the regular breaks?

the cable tends to stretch. you can adjust it on the driver side with 2 wrenches

Mine goes all the way to the floor but holds just fine. I was off-roading the other day and but the parking brake on on a pretty steep slope and it held just fine even though the brake seemed fairly easy to press. Might just be the way they are made.

Your park brake bands are probably worn out, you'll have to tear down the rear brakes to see them. Take the calipers off, then the rotor. If there is still material left on the band, you can adjust them out by turning the adjuster that the band connects to. This is the "proper" way of adjusting them.
