What is the best time to change the oil for the 1st. time? Dealer? Thanks

I just brought a Tahoe but noticed the dashboard and light, 4x4 switch falling apart. Truck has in shop twice and has to go back a 3rd time 800 miles on it. In contact with GM but is there anything else I can do. Has anybody had experience with this? Thanks
