Ok, I have a 2011 Tahoe PPV that I have lost my Running Lights and License Plate light. I have replaced bulbs, and checked all the fuses. There is a relay under the hood that I unplugged and used a jumper wire and the running lights immediately came on. I checked the relay and it was good...
