2000 tahoe t-case shifting issues

I have 2000 tahoe t-case shifting issues: dash switch indicates auto or 4hi, when I try 2hi the light blinks while the front diff actuator cycles in and then back out (i took it out to see what it was doing) then the light goes back to 4hi. Also, the front is not engaged even though the 4hi light is lit on the switch. Also won't switch to 2lo - light blinks and goes back to 4hi. All of this happens with 2 different dash switches. Any help would be appreciated.

Sounds like a encoder motor.

2hi ok 4hi ok, but 4lo flashes then the system remains on the last setting 2 or 4hi. Changed the switch and the ECM on the transfer case. No change. Any suggestions?
