2007 2nd row seat won’t tumble

I have a 2007 Tahoe and the 2nd row seat won’t tumble. It will fold down and when I pull the lever again it won’t tumble. I do not believe the cable is broke because When I pull the outside lever the other lever moves as well. It just doesn’t move as much or as freely as the one on the other side. Has any had this issue ? Any help would be great.
