Vista Cruiser 69

Guys,
my 2001 Tahoe LT has "flexible" headrests at front seats which to me are rubbish. in their back position where they go to by internal spring they are too far away from anyones head to protect your neck at a rear impact situation. I can cope with that on my 69 Vista Cruiser whre they were redicolous rahter neck breakers than headrests- some welding bending made it - but I cannot accept it on a "modern car". My german owners manual is a joke, ayway and won't tell a thing. Should mention it is a European set up car, guess nothing else than a Canada version.
Is there a secret switch somehwere that keeps the bastards in a forward tilt position?
Do I have to install some silly on top cushions?
Is bending welding required again?
