Does anyone know if this is covered under the powertrain warranty for an '05 with 36,476 miles on it?

No, it's not covered under the powertrain warranty, but it's a very known problem and you should be able to get it covered as a "goodwill" repair since it's a known problem.

Really..?!...thank you, but how would I go about in approaching this with a local dealer?

Just tell them you know GM has a problem with the steering shafts and that you know there is a new design shaft out and you would like it replaced. Just be nice about it and you shouldn't have a problem.

Also, it wouldn't hurt to give them the bulletin # 00-02-35-003N
