Thieves cut the headlight or foglight wiring....which is it?

Looks like when they stole the tahoe they cut the wiring for the headlight or foglight/rear wiper control. Which is it? Is there a wiring harness below that I can replace the wiring or do I have to solder these wires to a new switch panel?

nope they salvaged it.......bought it back for $1500.....
