Here's the Wikipedia page on the PPV version of the Tahoe. The main difference is that it sits about an inch lower than a standard Tahoe, and has a different rear bumper that replaces the tow hitch.
Sounds like it's probably the distributor cap. As Asvedin said, most of the aftermarket ones are pretty garbage. I'd recommend picking up an OEM one from someone like these guys.
You could try priming the fuel pump a few times by turning the key off and on a few times. If it doesn't work after just one turn, then there's a good chance there's an issue with the fuel pump.
This is really awesome and detailed information! This is always something I've wondered, and it's really nice to have exact figures on things like removing clear coat.
