4wd wont Disengage

Hi all
i have a 96 tahoe 4 door 4 wheel drive. with manual linkage 4x4 shifter.

recently the front axle would not disengage, i thought it was the actuator on the front diff so i replaced it while i had it out i checked that the fork in the diff was functioning properly and it is ( press it in and it engages, let it out and it disengages).
so i put the new one in and tryed to cycle it to make sure it was fixed and it engaged but when i tried to disengage it did the same thing. stayed engaged
the actuator doesn't reverse

t-case shifts in and out fine but the axle stays engaged.

a little more info the light on the 4wd shifter does not come on.
i used a test light on the wires to the diff actuator and one is ground and the other two are hot all the time while in 4wd and no power when in 2wd

u tried putting it in neutral and taking it out of 4x4

yes

the t-case shifts in and out fine

the actuator in the front axle does not reverse to disengage the axle

Does any one know how the power is supposed to be sent for the actuator to reverse
