Ok. What is the cheapest scanner that can read Cam Retard so you can fix the timing after the distributor gets re-installed?

I'm not real sure if it would work or not, but EFI Live may be what you are looking for. Purchasing their scan tool and VIN license along with the downloaded software, etc and you can do about anything, I am just not sure whether it will work on the 99 although I believe it will.

We have them available if you decide that is the route you want to go.

NP, EFI is a great tool. Compared to other "Real" scanners that can handle your needs it is cheap. Of course I am not referring to the little cheapo scanners from autozone, etc.
