tail light turn signal issues

my turn signal left rear is not flashing when i use the signal or when the hazards are on the front is blinking really fast. not a fuse (checked them). not the bulb (replaced it) and the light will come on with the running lights but will not blink. do i need a new circuit board?

fixed it just ended up buying a set of new circuit boards for less than $30 at advanced auto and it works now.

I have replaced that light socket assembly several times in my 99, bout ready to trash the oe tail lights.
