ABS modulation at low speed and low load

Went to replace the front brakes on my 01 Tahoe. While pumping the pedal to bleed, noticed the the pedal went away. A peek under the truck showed that the line under the tank had blown. Replaced the line from the ABS pump to the rear axel. Went to bleed and found that the MC had died from running the piston past the scum ring that had formed over 170K miles and had to replace the master. Repalced all the calipers that had broken bleeders but still no pedal. Went to MIDAS to have the brakes bled while a computer was cycling the solenoids in the ABS pump. Pedal is better but still not right. ABS doin its thing on dry pavement with very little brake loading. Truck has 3 new calipers, new pads front & back and a new MC. Still have a crappy mushy pedal. WTF?
