Error Code P0446

I recently recieved an error code P0446, which is a Evaproative Emission Control System, Vent Control Circuit Malfunction, according to the manual. Is this something that needs a dealers attention or can this be corrected in my own backyard garage?

I also noticed that when I excelarate hard it only rev's and sounds like it going to excelerate, but not downshift or power surge occurs. I don't beleive this to be related as this happened before the code appeared.

if its reving but not getting power to the ground, its the trans. whens there last time you had the fluid and filter changed in it?

Last fluid change was right around 100K. The vehicle now has 161K
