Recommendation for cylinder power tester scan tool

I am wanting to a do a cylinder power distribution test on a 99 LT with a 5.7 L in it. I am specifically wanting to use a scan tool and just toggle on/off each cylinder and watch the RPM response, as a first step.

Does anyone know if any of the really cheap ELM327 devices can do this? If so, with what APP?

and less desirably, recommendation of another scan tool with enough capability to do this and more to track down a mild vibration issue.

I'm getting about 11 mpg city, expecting 14 mpg as nominal for my 156k miles.
Vibration of quite mild at idle, parked. Vibration only slightly worse at 70 mph.

It been suggested possibly mounts, fuel issue, core engine, but I know the engine got hot per the maintenance records and I know at least the valve cover gasket was redone. I dont think its an injector issue as I vaguely recall seeing a new spider put in but have to confirm.

Any suggestions/comments?
