Tsb 03-04-19-001b

Does anyone have any information on what this TSB (03-04-19-001B) is about?

I was told it was about a vent hose for the front differential if you are putting in synthetic gear oil. I'm planning on changing the front differential gear oil to synthetic so I was just wondering what it talked about.

Mine worked its way out of the housing a bit, I just stuffed it back in when I changed the fluids and it's been fine ever since.
