2002 tahoe rear ugly wire

Hello All

I have a 2002 Tahoe 4x4 and there is a wire hanging under the axles almost to the ground and it us under the suspension is it supposed to be like that?

I fell like if I tie it up it would snap if a bottom out in the back.

any help
