one headlight brighter then other?

so i have had a problem with one headlight being way brighter then the other i have tried a new ballast hid kit and also new lights with no luck,any one know of what might need done to fix this or has this happened to any one else? thanks

I am not entirely sure as I have not encountered that problem before, but it almost sounds like there might be a connection problem. Frequently if there is a bottleneck in the wiring it can cause high resistance thus reducing the current making it to the end result of light. If you have a voltmeter/ammeter try checking how much current is making it to each of the bulbs. If the numbers are different I'd look at your connections. Hope this is helpful.
